A new Prevention and Wellbeing Service has been launched to address housing-related issues across Neath Port Talbot.
The new service aims to simplify access to support and provide early intervention and prevention on homelessness by bringing together a range of services previously delivered by separate providers.
Following a tender process earlier this year the Council commissioned homelessness charity The Wallich to deliver all-inclusive multi-specialist support to assist vulnerable people aged 16 years or over regardless of their age or housing situation.
As part of this new service, The Wallich will also offer a Conflict Resolution Specialist to assist those who have anti-social behaviour, family or landlord disputes which require mediation intervention.
Previously, nine different organisations delivered eleven types of service covering a wide range of issues such as managing and complying with the terms of a tenancy; assistance with budgeting and financial issues; maintaining the safety and security of the home and benefit issues.
The new service will cover the whole county borough from four centres in Neath, Port Talbot, Pontardawe and Glynneath, as well as offering a drop in service in existing community hubs such as libraries to provide accessible locations across the valleys.
Outside of office hours, the service will be available on a 24/7 basis and responsive to clients support needs.
The £695k initiative will be funded via the Welsh Government’s Supporting People programme for a minimum period of 3 years.
Cllr Peter Richards, Cabinet Member for Adult Social Services and Health said: “Reconfiguring our provision into a single, holistic service will enable us to better meet the needs of vulnerable people whatever their housing situation, from rough sleepers to owner occupiers, wherever they may be”.
“As with many social issues, to address homelessness there is a clear need to provide early intervention and prevention via effective and innovative services. The Prevention and Wellbeing Service (PAWS) project will benefit from The Wallich’s extensive experience in this field and will complement Council initiatives such as the Gateway and Local Area Coordination”.

Lansiwyd Gwasanaeth Atal a Lles newydd i fynd i'r afael â materion tai yng Nghastell-nedd Port Talbot.
Nod y gwasanaeth newydd yw symleiddio mynediad i gefnogaeth ac atal ac ymyrryd yn gynnar o ran digartrefedd drwy ddod ag amrywiaeth o wasanaethau a gyflwynwyd yn flaenorol gan ddarparwyr ar wahân at ei gilydd.
Gan ddilyn proses dendro yn gynharach eleni, comisiynodd y cyngor elusen digartrefedd, The Wallich, i gyflwyno cefnogaeth hollgynhwysol aml-arbenigedd i gynorthwyo pobl ddiamddiffyn 16 oed neu'n hyn, ni waeth beth yw eu hoedran neu eu sefyllfa dai.
Fel rhan o'r gwasanaeth newydd hwn, bydd The Wallich hefyd yn cynnig Argenigwr Datrys Gwrthdaro i gynorthwyo'r rhai y mae angen cyfryngau arnynt oherwydd ymddygiad gwrthgymdeithasol, neu anghydfodau â theulu neu landlordiaid.
Yn flaenorol, cyflwynodd naw sefydliad gwahanol un ar ddeg o fathau o wasanaeth sy'n cynnwys amrywiaeth eang o faterion megis rheoli a chydymffurfio ag amodau tenantiaethau; cymorth gyda chyllidebau a materion ariannol; cynnal a chadw diogelwch a diogeledd y cartref a materion budd-daliadau.
Bydd y gwasanaeth newydd yn cynnwys y fwrdeistref sirol gyfan o bedair canolfan yng Nghastell-nedd, Port Talbot, Pontardawe a Glyn-nedd, yn ogystal â chynnig gwasanaeth galw heibio mewn canolfannau cymunedol megis llyfrgelloedd er mwyn darparu lleoliadau hygyrch ar draws y cymoedd.
Y tu allan i oriau swyddfa bydd y gwasanaeth ar gael ar sail 24/7 a bydd yn ymatebol i anghenion cefnogi cleientiaid.
Caiff y fenter £695k ei hariannu drwy raglen Cefnogi Pobl Llywodraeth Cymru am o leiaf 3 blynedd.
Meddai'r Cyng. Peter Richards, Aelod y Cabinet dros Wasanaethau Cymdeithasol i Oedolion ac Iechyd, "Bydd ad-drefnu ein darpariaeth i fod yn wasanaeth unigol, cyfannol yn ein galluogi ni i ddiwallu anghenion pobl ddiamddiffyn yn well, beth bynnag yw eu sefyllfa dai, o bobl sy'n cysgu ar y stryd i berchnogion preswyl, lle bynnag yr ydynt."
"Fel gyda llawer o faterion cymdeithasol eraill, er mwyn mynd i'r afael â digartrefedd, mae angen clir i atal ac ymyrryd yn gynnar drwy wasanaethau effeithiol ac arloesol. Bydd prosiect Gwasanaeth Atal a Lles (PAWS) yn elwa o brofiad helaeth The Wallich yn y maes hwn a bydd yn cyd-fynd â mentrau'r cyngor megis y Porth a Chydlynu Ardaloedd Leol".
