Neath Port Talbot Council’s Corporate Plan is now more reader friendly and is supported by better performance measures. This follows the approval of a refined version at a recent Council meeting, where Councillors were also updated on the considerable progress made since the Plan was first adopted in September last year.
The Plan reaffirms three well-being objectives for the next four years. They are ‘to give all children and young people the best start in life and help them be the best they can be’; ‘to enable adults to live a good life and age well’; and ‘for the whole of Neath Port Talbot county borough to be a vibrant and healthy place to live, work and spend recreational time.’
Leader of the Council, Councillor Rob Jones said:
"Our Corporate Plan sets out our well-being objectives over the term of this administration, together with details of the strategies, programmes and activities that we have put in place to achieve them.
“The Plan affects everyone living and working in the county borough, therefore it essential that we make it as reader friendly as possible, ensure that our performance is measured in a robust way and continually revise the Plan so that it remains relevant.”
The continued relevance of the refined plan was tested against the latest performance data for services and functions, the Budget approved in February, the Well-being Plan prepared by the Public Services Board and other changes in the external environment.
Councillor Jones added:
“There is much to be proud of in this county borough and our aspirations in the plan are clear. We want build on our strengths to create, together, a bright future for all of the people who live here, from the youngest to the oldest.
“We have made a good start and I am confident that we will make further, significant progress as we move into the next phase of our programme."
Considerable progress has been made since the Plan was first adopted in September last year. This includes the opening of the new integrated hub in Port Talbot, together with visible progress in redeveloping Aberavon House, the Glan Afan site and the former police station. In addition, the next phase of the redevelopment of Neath Town Centre has been announced, and the Council has worked with partners to address anti-social behaviour in the town.
In education, the Council has endorsed the Welsh in Education Strategic Plan and now awaits feedback from Welsh Government , the inspection of the county borough’s Education services received a solid endorsement from Estyn and consultation on the next phase of the 21st Century Schools programme has been initiated.
Elsewhere in the Council, a new business plan to enhance the offer and increase footfall at Margam Park has been approved and a new approach to communications and community relations has been agreed.

Mae Cynllun Corfforaethol Cyngor Castell-nedd Port Talbot bellach yn fwy addas i'r darllenydd ac fe'i cefnogir gan well mesurau perfformiad. Mae hyn yn dilyn cymeradwyo fersiwn wedi'i mireinio mewn cyfarfod diweddar o'r cyngor, lle cafodd cynghorwyr hefyd y diweddaraf am y cynnydd sylweddol a wnaed ers i'r cynllun gael ei fabwysiadu gyntaf ym mis Medi'r llynedd.
Mae'r cynllun yn ailddatgan y tri amcan lles ar gyfer y pedair blynedd nesaf sef 'rhoi'r dechrau gorau mewn bywyd i'n holl blant a phobl ifanc a'u helpu i fod y gorau y gallant fod’; 'galluogi oedolion i fyw bywyd da a heneiddio'n dda'; ac 'i fwrdeistref sirol gyfan Castell-nedd Port Talbot fod yn lle bywiog ac iach i fyw, gweithio a threulio amser hamdden'.
Meddai Arweinydd y Cyngor, y Cyng. Rob Jones,
"Mae ein cynllun corfforaethol yn nodi'n hamcanion lles dros gyfnod y weinyddiaeth hon, ynghyd â manylion y strategaethau, y rhaglenni a'r gweithgareddau rydym wedi'u rhoi ar waith i'w cyflawni.
"Mae'r cynllun yn effeithio ar bawb sy'n byw ac yn gweithio yn y fwrdeistref sirol, felly mae'n hanfodol ein bod yn sicrhau ei fod mor addas â phosib i'r darllenydd, bod ein perfformiad yn cael ei fesur mewn ffordd gadarn a'n bod yn diwygio'r cynllun yn barhaus fel ei fod yn para'n berthnasol."
Profwyd perthnasedd parhaus y cynllun diwygiedig yn erbyn y data perfformiad diweddaraf ar gyfer gwasanaethau a swyddogaethau, y gyllideb a gymeradwywyd ym mis Chwefror, y Cynllun Lles a baratowyd gan y Bwrdd Gwasanaethau Cyhoeddus a newidiadau eraill yn yr amgylchedd allanol.
Ychwanegodd y Cynghorydd Jones,
"Mae llawer i fod yn falch ohono yn y fwrdeistref sirol hon ac mae ein dyheadau yn y cynllun yn glir. Rydym am adeiladu ar ein cryfderau i greu gyda'n gilydd ddyfodol gwell i bawb sy'n byw yma, o'r ieuengaf i'r hynaf.
“Rydym wedi gwneud dechrau da ac rwy'n hyderus y byddwn yn gwneud mwy o gynnydd sylweddol wrth i ni symud ymlaen i gam nesaf ein rhaglen."
Gwnaed cryn gynnydd ers i'r cynllun gael ei fabwysiadu gyntaf ym mis Medi'r llynedd. Mae hyn yn cynnwys agor yr hwb integredig newydd ym Mhort Talbot, ynghyd â chynnydd gweladwy wrth ailddatblygu Ty Aberafan, safle Glan Afan a'r hen Orsaf Heddlu. Yn ogystal, cyhoeddwyd cam nesaf ailddatblygu canol tref Castell-nedd, ac mae'r cyngor wedi gweithio gyda phartneriaid i fynd i'r afael ag ymddygiad gwrthgymdeithasol yn y dref.
Yn y maes addysg, mae'r cyngor wedi cymeradwyo Cynllun Strategol y Gymraeg mewn Addysg, ac mae bellach yn aros am adborth gan Lywodraeth Cymru. Cafodd gwasanaethau addysg y fwrdeistref sirol gymeradwyaeth gadarn gan Estyn yn dilyn eu harolygiad, ac mae cam nesaf rhaglen Ysgolion yr 21ain ganrif wedi cychwyn.
