Neath Port Talbot Council is leading the way to ensure its homecare workers are registered under new requirements set out by Welsh Government.
The Council’s Homecare Team were the first Local Authority in Wales to take part in a ‘registration workshop’ carried out by Social Care Wales on Friday (4th May 2018). The workshop is one of a range of initiatives to ensure homecare workers complete the online application to be placed onto the Register of Social Care Workers.
Social Care Wales Director of Regulation and Intelligence, Gerry Evans said:
“There are excellent domiciliary care workers providing great care across Wales, but expectations are increasing for them to meet more complex needs. We believe regulation improves public safety and recognises the professional contribution workers make to providing care and support.”
“We are pleased to be working with the sector to welcome domiciliary care workers to the Register.”
Joining the Register will give further recognition to the Council’s homecare workers and show they:
• follow the Code of Professional Practice for Social Care and practice guidance for their role.
• have the right knowledge, skills and qualifications.
• are physically and mentally fit to practise, as well as have suitable competence and character.
The new requirements were put in place by the Welsh Government and partners to raise the profile and status of the workforce, so that social care is recognised as an attractive and valued career. The requirements also support the delivery of high quality social care which is focused on the individual and the personal outcomes people want to achieve.
Councillor Peter Richards, Cabinet Member for Adult Social Care and Health, said:
“The new requirements will give reassurance to those who receive support from the Council that the people caring for them have the correct skills and training to do so.
“Our Homecare Team play an important role in supporting people to remain in their own home and maintain their independence. Ensuring people can enjoy good levels of wellbeing for longer is a key priority to the Council.”
The requirements are from the Regulation and Inspection of Social Care (Wales) Act 2016, which sets the new legal framework for the regulation and inspection of social care services and reforms the regulation of the social care workforce in Wales.

Mae Cyngor Castell-nedd Port Talbot yn arwain y ffordd wrth sicrhau bod gweithwyr gofal cartref wedi'u cofrestru'n dilyn gofynion newydd gan Lywodraeth Cymru.
Tîm Gofal Cartref y cyngor oedd yr awdurdod lleol cyntaf yng Nghymru i gymryd rhan mewn 'gweithdy cofrestru' a gynhaliwyd gan Gofal Cymdeithasol Cymru. Mae'r gweithdy'n un o amrywiaeth o fentrau i sicrhau bod gweithwyr gofal cartref yn cwblhau'r cais ar-lein i gael lle ar Gofrestr Gweithwyr Gofal Cymdeithasol.
Meddai Gerry Evans, Cyfarwyddwr Rheoleiddio a Deallusrwydd Gofal Cymdeithasol Cymru,
"Mae gweithwyr gofal cartref ardderchog yn darparu gofal arbennig ar draws Cymru, ond mae disgwyliadau'n cynyddu ar eu cyfer er mwyn iddynt ddiwallu anghenion mwy cymhleth. Credwn fod rheoleiddio'n gwella diogelwch cyhoeddus ac mae'n cydnabod y cyfraniad proffesiynol mae gweithwyr yn ei wneud er mwyn darparu gofal a chefnogaeth."
"Rydym yn falch o weithio gyda'r sector i dderbyn gweithwyr gofal cartref ar y gofrestr."
Bydd ymuno â'r gofrestr yn sicrhau mwy o gydnabyddiaeth i weithwyr gofal cartref y cyngor ac yn dangos eu bod yn:
• dilyn Côd Ymarfer Proffesiynol Gofal Cymdeithasol a chanllawiau ymarfer ar gyfer eu rôl.
• meddu ar yr wybodaeth, y sgiliau a'r cymwysterau cywir.
• addas yn gorfforol ac yn feddyliol iach i weithio, a bod ganddynt gymhwysedd a chymeriad addas.
Cafodd y gofynion newydd eu cyflwyno gan Lywodraeth Cymru a'i phartneriaid er mwyn codi proffil a statws y gweithlu, fel bod gwaith gofal cymdeithasol yn cael ei gydnabod fel gyrfa ddeniadol a gwerthfawr. Mae'r gofynion hefyd yn cefnogi cyflwyno gofal cymdeithasol o safon a fydd yn targedu'r unigolyn a'r canlyniadau personol y mae pobl am eu cael.
Meddai'r Cynghorydd Peter Richards, Aelod y Cabinet dros Wasanaethau Cymdeithasol i Oedolion ac Iechyd,
"Bydd y gofynion newydd yn rhoi sicrwydd i'r rhai sy'n derbyn cefnogaeth gan y cyngor y bydd gan y bobl a fydd yn gofalu amdanynt y sgiliau a'r hyfforddiant cywir i wneud hyn.
"Mae gan ein Tîm Gofal Cartref rôl bwysig wrth helpu pobl i aros yn eu cartrefi eu hunain a chadw eu hannibyniaeth. Mae sicrhau bod pobl yn gallu cadw lefelau lles da am hwy yn flaenoriaeth allweddol i'r cyngor."
Daw'r gofynion o Ddeddf Rheoleiddio ac Arolygu Gofal Cymdeithasol (Cymru) 2016, sy'n pennu'r fframwaith cyfreithiol newydd ar gyfer rheoleiddio ac arolygu gwasanaethau gofal cymdeithasol a diwygio rheoliad y gweithlu gofal cymdeithasol yng Nghymru.
