A new Neath Port Talbot Council Citizens' Panel has been set up to let people in the county borough have their say on local issues.
Council Leader, Councillor Rob Jones said:
“Making it easier for our residents, partners and wider stakeholders to give us feedback on our work and contribute to policy and service developments is one of the key priorities in ‘Talking NPT’, our Communications and Community Relations Strategy.
“We want to actively involve the people of our communities in our decision making at a very early stage, so that they can help us shape proposals before we even go out to wider public consultation. Our new Citizens’ Panel will be key in helping us with this approach.
“The Citizens’ Panel will not replace our formal consultations, but will complement them and provide another way for the people of Neath Port Talbot to have their voices heard.”
The Council is now recruiting residents of the county borough to form the panel with the first survey expected to be sometime in the spring.
The purpose of the Citizens’ Panel is to:
• Make it easier for Neath Port Talbot residents to give feedback to the Council on its work and to contribute to policy and service developments.
• Actively involve residents in decision making at a very early stage, so they help shape proposals before these go out to wider public consultation.
• Develop a mechanism for obtaining quick and reliable feedback from residents about proposals and new ideas.
• Help the Council understand its residents’ perspectives to help with decision making.
Much of the work on the panel will be done in-house but the Council will be working with independent research organisation, Opinion Research Services (ORS), to provide some expert support.
A Citizens' Panel is a large, demographically-representative group of citizens which helps to assess public preferences and opinions.
By joining the panel, residents of Neath Port Talbot, will have a chance to help inform issues relating to the Council. This means residents will be able to provide a more informed and balanced public conversation by telling the Council what they think about Council policies, priorities and/or services and this will inform the decisions it will make in a structured forum.
You do not need any knowledge of council services to become a member of the panel. The Council is looking for a variety of views from a range of different people.
If you want to join the panel you will be asked to provide some personal details. This is to make sure that the panel is made up of a diverse group of people (e.g. people of different ages, gender and different ethnicities) and is as representative of the communities within the county borough as possible.
Residents of Neath Port Talbot over the age of 16 who are interested in joining the Citizens’ Panel can register at www.npt.gov.uk/citizenspanel.

Mae Panel Dinasyddion Cyngor Castell-nedd Port Talbot newydd wedi ei sefydlu i roi cyfle i bobl yn y fwrdeistref sirol ddweud eu dweud am faterion lleol
Yn ôl Arweinydd y Cyngor, y Cynghorydd Rob Jones: “Mae ei gwneud hi’n haws i’n preswylwyr, ein partneriaid a rhanddeiliaid ehangach i roi adborth i ni ar ein gwaith, a chyfrannu at ddatblygu polisi a gwasanaethau yn un o flaenoriaethau allweddol ‘Siarad CPT’, ein Strategaeth Gyfathrebu a Chyswllt â’r Gymuned.
“Rydym ni eisiau cynnwys pobl ein cymunedau mewn ffordd ganolog wrth i ni wneud penderfyniadau, yn ystod y camau cyntaf, er mwyn iddyn nhw ein helpu i roi ffurf ar gynigion cyn i ni fynd allan i ymgynghoriad cyhoeddus ehangach hyd yn oed. Bydd ein Panel Dinasyddion newydd yn allweddol wrth ein helpu gyda’r dull hwn o weithio.
“Fydd y Panel Dinasyddion ddim yn cymryd lle ein hymgynghoriadau ffurfiol, ond bydd yn cyd-fynd â nhw, ac yn rhoi ffordd arall y gall pobl Castell-nedd Port Talbot gael lleisio’u barn.”
Mae’r Cyngor bellach yn recriwtio trigolion y fwrdeistref sirol i fod ar y panel, a disgwylir i’r arolwg cyntaf ddigwydd rywbryd yn ystod y gwanwyn.
Pwrpas y Panel Dinasyddion yw:
• Ei gwneud hi’n haws i drigolion Castell-nedd Port Talbot i roi adborth i’r Cyngor ar ei waith, a chyfrannu at ddatblygu polisïau a gwasanaethau.
• Cynnwys trigolion yn weithredol mewn gwneud penderfyniadau’n gynnar yn y broses, er mwyn iddyn nhw allu rhoi ffurf ar gynigion cyn iddyn nhw fynd gerbron ymgynghoriad cyhoeddus ehangach.
• Datblygu mecanwaith ar gyfer cael adborth sydyn a dibynadwy gan drigolion am gynigion a syniadau newydd.
• Helpu’r Cyngor i ddeall safbwyntiau’i breswylwyr a helpu gyda gwneud penderfyniadau.
Bydd llawer o’r gwaith ar y panel yn digwydd yn fewnol, ond bydd y Cyngor yn gweithio gyda’r sefydliad ymchwil annibynnol, Opinion Research Services (ORS), i ddarparu rhywfaint o gefnogaeth arbenigol.
Grwp mawr o ddinasyddion sy’n cynrychioli’r ddemograffeg yw Panel Dinasyddion, sy’n helpu i asesu blaenoriaethau a barn y cyhoedd.
Drwy ymuno â’r panel, bydd gan drigolion Castell-nedd Port Talbot gyfle i helpu i hysbysu am bynciau sy’n ymwneud â’r Cyngor. Mae hyn yn golygu y bydd trigolion yn gallu darparu sgwrs gyhoeddus fwy cytbwys a gwybodus, drwy ddweud wrth y Cyngor beth yw eu barn am bolisïau’r Cyngor, ei flaenoriaethau a / neu’i wasanaethau, a bydd hyn yn ychwanegu at ddoethineb y penderfyniadau y bydd yn eu gwneud mewn fforwm strwythuredig.
Does dim angen unrhyw wybodaeth am wasanaethau’r cyngor i ddod yn aelod o’r panel. Mae’r Cyngor yn chwilio am amrywiaeth o safbwyntiau gan ystod o bobl wahanol.
Os hoffech ymuno â’r panel, bydd gofyn i chi ddarparu rhai manylion personol. Pwrpas hyn yw sicrhau fod y panel yn cynnwys grwp amrywiol o bobl (e.e. pobl o oedrannau gwahanol, rhyweddau gwahanol, ac ethnigrwydd gwahanol) a’i fod mor gynrychioliadol â phosib o’r cymunedau sy’n bodoli o fewn y fwrdeistref sirol.
