People in Neath Port Talbot can now support street vulnerable people and rough sleepers in the county borough by donating to an official scheme.
The Neath Port Talbot ‘Have a Heart, Give Smart’ scheme was launched on Friday 21 September 2018. It provides an alternative to giving money directly to people who are begging on the street. In addition, people donating to the scheme will be giving double the help as Santander will be match funding any money collected.
Councillor Des Davies, the Council’s Cabinet Member for Community Safety and Public Protection said:
“Giving money to people who are begging can actually discourage them from seeking the professional help they really need.
“The diverted giving scheme works by asking people to donate to local homeless charities via official collection boxes, instead of giving money directly to people who are begging on the streets. All of the donated money will go where it can most effectively be used to provide help to people in the area. This help might come from statutory, voluntary, faith-based, business and other community groups who help people overcome the addictions and other problems that lead to begging.”
South Wales Police Inspector Roy Portlock said:
“Our officers provide support to the county borough’s homeless and vulnerable community on a daily basis.
“People in Neath Port Talbot are generous, and understandably they want to help others, but such kindness is often open to abuse and the donations are not always put to their intended use.
“The Have a Heart – Give Smart campaign will ensure that any funds collected are put to legitimate use to provide direct support to those in genuine need. Please support this vital work by donating via an official collection point instead of giving money directly to people who are begging.”
Almost 30 businesses around the county borough have already agreed to support the scheme by acting as donation points and a full list of these can be found on the Safer Neath Port Talbot Partnership’s website www.safernpt.org.
The scheme works by providing funds to local voluntary and third sector organisations who can apply for grants to support homeless and vulnerable people.
This county-wide scheme will also play an important role in supporting the Neath Together Campaign, which is making progress in providing homeless people with access to services they need.

Gall pobl yng Nghastell-nedd Port Talbot gefnogi pobl ddiamddiffyn ar y stryd a'r rheiny sy'n cysgu ar y stryd yn y fwrdeistref sirol drwy gyfrannu arian at gynllun swyddogol.
Lansiwyd cynllun ‘Rhowch yn Gall - Gwnewch fel Arall’ ddydd Gwener 21 Medi 2018. Mae'n darparu dewis amgen i roi arian yn uniongyrchol i bobl sy'n cardota ar y stryd. Yn ogystal, bydd pobl sy'n cyfrannu at y cynllun yn rhoi dwywaith cymaint o gymorth oherwydd bydd Santander yn rhoi arian cyfatebol - swm a fydd yn cyfateb i'r hyn a gesglir.
Meddai'r Cynghorydd Des Davies, Aelod y Cabinet dros Ddiogelwch Cymunedol a Diogelu'r Cyhoedd,
“Gall rhoi arian i bobl sy’n cardota eu hannog i beidio â cheisio'r cymorth proffesiynol y mae gwir ei angen arnynt.
“Mae'r cynllun rhoi'n gall yn gweithio drwy ofyn i bobl roi arian i elusennau lleol i'r digartref drwy flychau casglu swyddogol, yn hytrach na rhoi arian yn uniongyrchol i bobl sy'n cardota ar y strydoedd. Bydd yr holl arian a dderbynnir yn cael ei ddefnyddio mor effeithiol â phosib i helpu pobl yn yr ardal. Gallai'r cymorth hwn gael ei ddarparu gan grwpiau statudol, gwirfoddol, rhai sy'n seiliedig ar ffydd, busnesau a grwpiau cymunedol eraill sy'n helpu pobl i oresgyn dibyniaeth a'r problemau eraill sy'n arwain at gardota.”
Meddai Arolygydd Heddlu De Cymru, Roy Portlock,
"Mae'n swyddogion yn cefnogi cymuned ddigartref a diamddiffyn y fwrdeistref sirol yn ddyddiol.
"Bydd yr ymgyrch Rhowch yn Gall – Gwnewch fel Arall yn sicrhau bod unrhyw arian a gesglir yn cael ei ddefnyddio at ddibenion dilys i roi cefnogaeth uniongyrchol i'r rheiny sydd mewn angen go iawn. Gofynnir i chi gefnogi'r gwaith hanfodol hwn drwy gyfrannu mewn pwynt casglu swyddogol yn hytrach na rhoi arian yn uniongyrchol i bobl sy'n cardota."
Mae bron 30 o fusnesau ledled y fwrdeistref sirol eisoes wedi cytuno i gefnogi'r cynllun drwy weithredu fel mannau rhoi, ac mae rhestr lawn o'r rhain ar gael ar wefan Partneriaeth Castell-nedd Port Talbot Mwy Diogel, www.safernpt.org.
Mae'r cynllun yn gweithio drwy ddarparu arian i sefydliadau gwirfoddol a'r trydydd sector sy'n gallu gwneud cais am grantiau i gefnogi pobl ddigartref a diamddiffyn.
