Neath Port Talbot Council has today (25 October) published a report containing proposals for budget cuts for 2019/20 and beyond which will be considered by the Council’s Cabinet Scrutiny Committee and Cabinet on 31 October.
The Council has made no final decisions as yet. The proposals issued are for consultation only and may change if the situation improves courtesy of the Chancellor’s Budget next week or the Welsh Government’s final budget and local government settlement expected shortly before Christmas.
However, as things stand today:
• The Council has provided a more or less an inflation proof increase to our schools delegated budgets for this current year. This cannot be afforded next year and will have an impact upon staffing levels in schools, possibly exacerbated by the sharp increase in employer contributions for teacher’s pensions;
• The Council will continue to meet assessed need; but a change in policy is proposed to no longer provide the full range of support to older people where the package of support exceeds the current cost of a residential placement, where it is safe to do so;
• It is proposed to cease providing free taxi transport for certain categories of adult service users, where transport is not an assessed need;
• An increase of £141 in burial charges to move closer to full cost recovery;
• Other fees and charges increasing to meet the costs of the service including a tripling of pest control charges and others;
• With the declining usage of libraries and particularly low patronage in some areas, the whole service is to undergo a review. In the short to medium term, the closure or transfer of four libraries is being considered (Baglan, Cwmavon, Glynneath and Skewen);
• Reductions in the youth service with proposals to close or reduce the operating hours of facilities;
• The medium term future of such facilities as Pontardawe Arts Centre and the Cefn Coed Museum are now very dependent upon bids for capital funding submitted to the Arts Council and the Welsh Government (Valleys Programme) respectively. Meanwhile, the Council’s subsidy is proposed to be reduced further;
• It is proposed to cease maintenance services in relation to bowling greens and ensure full cost recovery for similar work on the sports fields; and
• All across Council service areas, there is a direct impact on jobs. Compulsory redundancies remain an option of last resort; but increasingly they seem to be unavoidable in some areas. Jobs are already in serious jeopardy in the Minority Ethnic Support Services as a consequence of the cut to the Welsh Government grant earlier this year.
Councillor Rob Jones, Leader of the Council said:
“There are some very unpalatable proposals contained in this report; but they reflect the reality of where this authority and others have been left following the publication of the Welsh Government’s draft budget and provisional local government settlement earlier this month. The situation is undoubtedly very difficult as I and many others in local government across Wales have consistently warned”.
Councillor Carol Clement-Williams, Cabinet Member for Finance, added:
“Ahead of their final budget proposals around Christmas, there is still time for the Welsh Government to correct the serious imbalance in their draft budget between the additional resources allocated for the NHS and the major cuts to other vital public services. The Council will continue to work with our communities, staff and trade unions and other stakeholders; but the sooner we start the discussion on difficult choices, the better”.

Notes to Editors:
1. The Council is required to cut a further £12 million in this forthcoming budget for 2019/20. Beyond that, current estimates suggest that another £55 million will have to be found up to 2022/23. This represents a further cut on top of the £83 million already cut during the current decade.
2. The Council disputes various claims made by Welsh Government spokespersons that there is “additional” or “extra” money for social services, education and other services delivered by local government. There is not. Where grants have been announced they so far come with strings attached or are not likely to be routed through Councils at all.
3. As things stand today, it seems that the £500 million extra to be invested in the NHS will largely be consumed by acute and other medical services. In real terms, there is little or no investment in preventive and early intervention services delivered by local government and other sectors.

CYNIGION GAN GYNGOR CASTELL-NEDD PORT TALBOT AM DORIADAU CYLLIDEBOL AR GYFER YMGYNGHORIAD CYHOEDDUS
Heddiw (25 Hydref) mae Cyngor Castell-nedd Port Talbot wedi cyhoeddi adroddiad sy'n cynnwys cynigion ar gyfer toriadau cyllidebol yn 2019/20 ac wedi hynny a gaiff eu hystyried gan Bwyllgor Craffu'r Cabinet a'r Cabinet ar 31 Hydref.
Nid yw'r cyngor wedi gwneud unrhyw benderfyniadau terfynol eto. Mae'r cynigion a gyflwynwyd ar gyfer ymgynghoriad yn unig a gallant newid os bydd y sefyllfa'n gwella yn sgîl cyhoeddi cyllideb y Canghellor wythnos nesaf neu gyllideb derfynol Llywodraeth Cymru a setliad llywodraeth leol a ddisgwylir ychydig cyn y Nadolig.
Fodd bynnag, fel mae pethau'n sefyll heddiw:
• Mae'r cyngor wedi darparu cynnydd sydd fwy neu lai'n wrth-chwyddiant i gyllidebau dirprwyedig ein hysgolion ar gyfer y flwyddyn bresennol hon. Ni ellir fforddio hyn y flwyddyn nesaf a bydd hyn yn cael effaith ar lefelau staffio mewn ysgolion a gaiff ei ddwysáu o bosib gan y cynnydd sydyn yng nghyfraniadau cyflogwyr i bensiynau athrawon;

Bydd y cyngor yn parhau i weithio gyda'n cymunedau, staff ac undebau llafur a rhanddeiliaid eraill; ond gorau po gyntaf y byddwn yn dechrau'r drafodaeth am y dewisiadau anodd."
DIWEDD
Nodiadau i'r golygyddion:
1. Mae'n ofynnol i'r cyngor dorri £12 miliwn arall o'i gyllideb sydd ar ddod ar gyfer 2019/20. Wedi hynny, mae rhagamcanion presennol yn awgrymu y bydd yn rhaid dod o hyd i £55 miliwn arall erbyn 2022/23. Mae hyn yn cynrychioli toriad ychwanegol ar ben yr £83 miliwn a dorrwyd eisoes yn ystod y degawd hwn.
2. Mae'r cyngor yn dadlau yn erbyn yr honiadau amrywiol a wnaed gan lefarwyr Llywodraeth Cymru bod arian "ychwanegol" ar gyfer y Gwasanaethau Cymdeithasol, Addysg a gwasanaethau eraill a gyflwynir gan lywodraeth leol. Nid oes. Lle mae grantiau wedi'u cyhoeddi, hyd yn hyn mae amodau'n gysylltiedig â nhw neu nid ydynt yn debygol o gael eu hanfon i gynghorau o gwbl.
3. Fel y mae pethau heddiw, mae'n ymddangos bod y £500 miliwn ychwanegol i'w fuddsoddi yn y GIG yn cael ei ddefnyddio'n bennaf gan wasanaethau meddygol acíwt a rhai eraill. Mewn termau go iawn, ychydig iawn o fuddsoddiad (neu ddim o gwbl) a geir mewn gwasanaethau ymyrryd yn gynnar a gyflwynir gan lywodraeth leol a sectorau eraill.
