Views are being sought on Neath Port Talbot Council’s proposed changes to its complex needs day services.
The proposal suggests a remodelling and relocation of the complex needs day services currently based at Abbeyview, Brynamlwg and Trem-Y-Mor. These services provide support to people with significant learning, physical, sensory, behavioural and health support needs.
The proposed new model would support people according to their needs. It would see two new specific services developed; complex autism and complex healthcare. People who require support for autism and health care would be located at Rhodes House (which includes the Brynamlwg site). The third arm of the service would provide support at Trem-Y-Mor for those with significant yet stable needs.
There are no proposed reductions in service or savings attached to this proposal. The reasons are to deliver better quality services that are specific to individual needs. It will ensure that each site is appropriately equipped to cater for specific requirement and, will enable staff teams to be trained in a highly specialised manner.
The current model is based on grouping people by what area of the county borough they live in. However, as these services have evolved it has become evident that this may not be the best way to provide specialised support to this most vulnerable group of people. For example, the needs of a person who is highly autistic with behavioural support needs will vary greatly to those of a person with exceptionally frail health and intensive health support needs.
A formal ‘management of change’ process will take place with all affected staff if the proposals are approved following the consultation. There will be no job losses or changes to staff pay and conditions but some staff may have to undertake the same type of work from a different location.
Councillor Peter Richards, Cabinet Member for Social Care, Health and Housing, said:
“One of our main priorities is to improve the wellbeing of all adults who live in the county borough. We want to ensure the care and support services we provide for people are fit for purpose.
Therefore, we are keen to receive as much feedback as possible to ensure we understand people’s views on the proposals and are fully informed before making any final decisions.”
There are a number of ways people can comment on the proposals. Online questionnaires can be completed by visiting the Council’s dedicated consultation webpage, www.npt.gov.uk/haveyoursay. Gwahoddir pobl i fynegi barn am newidiadau arfaethedig Cyngor Castell-nedd Port Talbot i'w wasanaethau dydd ar gyfer anghenion cymhleth.
Mae'r cynnig yn awgrymu ailfodelu ac adleoli'r gwasanaethau dydd ar gyfer anghenion cymhleth sydd yn Abbeyview, Brynamlwg a Threm-y-Môr ar hyn o bryd. Mae'r gwasanaethau hyn yn darparu cefnogaeth i bobl ag anghenion dysgu, corfforol, synhwyraidd, ymddygiadol a chefnogaeth iechyd sylweddol.
Bydd y model arfaethedig newydd yn cefnogi pobl yn ôl eu hanghenion. Bydd yn datblygu dau wasanaeth penodol newydd: awtistiaeth gymhleth a gofal iechyd cymhleth. Byddai pobl y mae angen cefnogaeth arnynt ar gyfer awtistiaeth a gofal iechyd yn cael eu lleoli yn Nhy Rhodes (sy'n cynnwys safle Brynamlwg). Byddai trydedd gangen y gwasanaeth yn darparu cymorth yn Nhrem-y-Môr ar gyfer y rheiny ag anghenion sylweddol ond sefydlog.
Nid oes unrhyw ostyngiadau arfaethedig i'r gwasanaeth neu gynilion yn ymwneud â'r cynnig hwn. Y rhesymau dros hyn yw darparu gwasanaethau o safon well sy'n benodol i anghenion unigol. Bydd hyn yn sicrhau bod gan bob safle gyfarpar addas ar gyfer gofynion penodol a bydd yn galluogi staff i hyfforddi mewn ffordd arbenigol iawn.
Mae'r model presennol wedi'i seilio ar grwpio pobl yn ôl pa ardal o'r fwrdeistref sirol maent yn byw ynddi. Ond, wrth i'r gwasanaethau hyn ddatblygu, mae wedi dod i'r amlwg nad dyma'r ffordd orau o ddarparu cefnogaeth arbenigol i'r grwp mwyaf diamddiffyn hwn o bobl. Er enghraifft, bydd anghenion person sy'n hynod awtistig gydag anghenion cefnogaeth ymddygiadol yn amrywio'n fawr i anghenion rhywun gydag iechyd eithriadol o fregus ac anghenion cefnogaeth iechyd dwys.
Bydd proses ffurfiol 'rheoli newid' yn cael ei chynnal gyda'r holl staff yr effeithir arnynt, os bydd y cynnig yn cael ei dderbyn yn dilyn yr ymgynghoriad. Ni fydd unrhyw golledion o ran swyddi, neu newidiadau i dâl neu amodau staff ond efallai bydd rhaid i rai staff ymgymryd â'r un math o waith o leoliad gwahanol.
Meddai'r Cynghorydd Peter Richards, Aelod y Cabinet dros Ofal Cymdeithasol, Iechyd a Thai,
"Un o brif flaenoriaethau cynllun corfforaethol y cyngor yw gwella lles yr holl oedolion sy'n byw yn y fwrdeistref sirol. Felly, rydym am sicrhau bod y gofal a'r gwasanaethau cefnogol rydym yn eu darparu i'r bobl â'r anghenion mwyaf cymhleth yn addas at y diben.
“Os caiff ei gymeradwyo, byddwn yn annog unrhyw un sydd â diddordeb yn y cynigion hyn i ddefnyddio'r cyfnod ymgynghori hwn i ddweud ei ddweud.”
