A 90-day public consultation process has started to gather views on its proposed new policy on the future provision of adult social care.
The Council remains committed to ensuring everyone with an assessed eligible care and support need gets high quality, sustainable and personalised responses to help them.
But it has seen an increase in the number of people with an eligible care and support need – with this set against rising financial pressures due to reduced funding from central government.
A review of how services should be provided in future has led to the proposed new Adult Services Fairness of Service Provision Policy.
The Council’s Social Care, Health and Wellbeing Cabinet Board decided the proposed policy should go out to public consultation in March.
A Council spokesperson said:
“The Council wants to ensure a sustainable range of good quality adult social care services are available to meet the needs of the most vulnerable citizens of Neath Port Talbot.
“The aim of the ‘Fairness Policy’ is to take into account the social care resources that are available when undertaking an assessment or reassessment of people’s social care needs.”
Sometimes a person may wish to access services that are more costly than the services identified by the Council as being available and capable of meeting their assessed needs and agreed desired outcomes.
In these cases, the person will be offered, through the use of Direct Payments, the opportunity of accessing a more expensive service than that identified by the Council. However, by doing this the Council may ask the person to contribute to the cost of that care.
Feedback during the 90-day consultation period will involve face to face meetings with service users and their carers, meetings with partner agencies, learning disability groups and forums as well as advocacy (if required, an independent advocacy service will be made available to Day Service Users).

There will be an information display giving details of the proposal at Neath Civic Centre, Port Talbot Civic Centre, The Quays, Trem Y Mor & pan-disability day services, together with suggestion box where questions, letters and completed feedback forms can be deposited. The boxes will be emptied regularly and answers to any questions will be displayed on the notice boards.
Also, Neath Port Talbot Council’s consultation portal will allow you to comment and provide feedback online (www.npt.gov.uk/haveyoursay).

Cytunwyd ar ymgynghoriad cyhoeddus ar gyfer polisi gofal cymdeithasol newydd arfaethedig i oedolion
Mae Cynghorwyr Castell-nedd Port Talbot wedi cymeradwyo proses ymgynghori cyhoeddus am 90 niwrnod er mwyn casglu barn ar bolisi newydd arfaethedig y cyngor ar ddarpariaeth gofal cymdeithasol i oedolion yn y dyfodol.
Mae'r cyngor yn dal yn ymrwymedig i sicrhau bod pawb sydd ag anghenion cefnogaeth a gofal cymwys diwallu yn derbyn ymatebion, cynaliadwy a phersonol o safon i'w helpu.
Ond, gwelwyd cynnydd yn nifer y bobl ag anghenion cefnogaeth a gofal cymwys - ac mae hyn yn cystadlu â phwysau ariannol cynyddol o ganlyniad i lai o arian gan lywodraeth ganolog.
Mae adolygiad o sut dylid darparu gwasanaethau yn y dyfodol wedi arwain at Bolisi Cyfiawnder Darparu Gwasanaethau newydd arfaethedig i'r Gwasanaethau i Oedolion.
Penderfynodd Bwrdd Cabinet y cyngor dros Ofal Cymdeithasol, Iechyd a Lles ar 7 Mawrth y dylid cynnal ymgynghoriad cyhoeddus ar y polisi arfaethedig rhwng 11 Mawrth a 9 Mehefin eleni.
Meddai llefarydd dros Gyngor Castell-nedd Port Talbot:
"Mae'r cyngor eisiau sicrhau bod amrywiaeth cynaliadwy o wasanaethau gofal cymdeithasol o safon i oedolion ar gael i ddiwallu anghenion dinasyddion mwyaf diamddiffyn Castell-nedd Port Talbot.
"Bwriad y 'Polisi Cyfiawnder' yw ystyried yr adnoddau gofal cymdeithasol sydd ar gael wrth asesu neu ailasesu anghenion gofal cymdeithasol pobl."
Weithiau, bydd rhywun eisiau cael mynediad at wasanaethau sy'n fwy costus na'r gwasanaethau a nodwyd gan y cyngor fel rhai sydd ar gael ac yn gallu diwallu eu hanghenion asesedig a chanlyniadau dymunol y cytunwyd arnynt.
Yn yr achosion hyn, bydd y person yn derbyn cynnig i gael mynediad at wasanaeth drutach drud na'r gwasanaeth a nodwyd gan y cyngor, trwy ddefnyddio Taliadau Uniongyrchol. Ond, wrth wneud hyn, gall y cyngor ofyn i'r person gyfrannu at gostau'r gofal hwnnw.
Bydd adborth o'r cyfnod ymgynghori 90 niwrnod yn cynnwys cyfarfodydd wyneb yn wyneb â defnyddwyr gwasanaethau a'u gofalwyr, cyfarfodydd ag asiantaethau partner, grwpiau a fforymau anableddau dysgu yn ogystal ag eiriolaeth (os oes angen, bydd gwasanaeth eiriolaeth annibynnol ar gael i ddefnyddwyr gwasanaethau dydd).
