Neath Port Talbot Council’s Youth Service has become one of the first in Wales to sign up to the National Participation Charter.
The Charter demonstrates an organisation’s commitment to the National Standards of Participation when working with children and young people. The standards provide guidance on the best and most meaningful ways of listening and responding to the opinions of children and young people. These include providing useful information, allowing choice, avoiding discrimination, always being respectful, giving them the opportunity to provide feedback, making sure they gain something out of their involvement, and ensuring they are at the centre of decision making.
Councillor Rob Jones, Leader of Neath Port Talbot Council, said:
“I am delighted we have achieved the National Participations Standards Charter Certificate which reaffirms the council’s commitment to putting the views of children and young people at the forefront of our considerations.
“Our team of dedicated youth workers play a significant role in giving young people the opportunity to learn and progress outside of the classroom. Signing up to the Charter will ensure all our workers are aware of the required Standards, and that anyone who engages with our Youth Service will be given the opportunity to have a say in matters that affect them.”
The Council’s Youth Service works with young people aged between 11 and 25 to help develop their personal and social skills through activities such as youth clubs, Duke of Edinburgh Award, a dedicated youth council, school based youth workers and youth workers helping young people into education, employment and training. The Youth
Service also provides provision for LGBT young people.
The next step is to work towards achieving the National Kitemark which will allow the Youth Service to use the Charter logo on all their marketing material. This is awarded to a Service when they successfully demonstrate that it is meeting all the required Standards in the Charter.
The Charter is supported by Welsh Government and administered by Children in Wales, an umbrella body for organisations and individuals who work with children, young people and their families in Wales. The Standards are underpinned by the United Nations Convention on the Rights of the Child, and the Well-being of Future Generations (Wales) Act 2015, which puts the involvement of children at the heart of improving well-being.

“In Wales, the Children and Young People’s National Participation Standards help organisations and individuals to ensure the quality and experience of all work involving the participation of children and young people. The Participation Standards identify the seven key issues that all workers should be aware of when working with children and young people in Wales. The new National Participation Charter is used by organisations and services to illustrate their commitment to children’s rights and participation. It also highlights local practice and supports the future reporting of Well-being Plans. The National Participation Charter is intended to be a statement of intent to illustrate that organisations / services are working in line with the National Participation Standards. On signing the Charter organisations will be encouraged to complete the full National Participations Kitemark Award”

Gwasanaeth Ieuenctid y cyngor yn ymrwymo i'r Siarter Cyfranogiad Cenedlaethol
Gwasanaeth Ieuenctid Cyngor Castell-nedd Port Talbot yw un o'r cyntaf yng Nghymru i ymrwymo i'r Siarter Cyfranogiad Cenedlaethol.
Mae'r siarter yn dangos ymrwymiad sefydliad i Safonau Cenedlaethol Cyfranogiad wrth weithio gyda phlant a phobl ifanc. Mae'r safnau'n darparu arweiniad ar y ffyrdd gorau a mwyaf ystyrlon o wrando ar farn plant a phobl ifanc ac ymateb iddynt. Mae'r rhain yn cynnwys darparu gwybodaeth ddefnyddiol, caniatáu dewis, osgoi gwahaniaethu, dangos parch bob tro, rhoi cyfle iddynt roi adborth, sicrhau eu bod ar eu hennill o'u cyfranogiad a sicrhau eu bod yn ganolog i'r broses gwneud penderfyniadau.
"Mae'n bleser gennyf lofnodi'r Siarter Cyfranogiad Cenedlaethol sy'n ailddatgan ymrwymiad y cyngor i sicrhau bod barn plant a phobl ifanc yn flaenllaw yn ein hystyriaethau.
“Mae gan ein tîm o weithwyr ieuenctid ymroddgar rôl arwyddocaol wrth roi'r cyfle i bobl ifanc ddysgu a gwneud cynnydd y tu allan i'r ystafell ddosbarth. Bydd ymrwymo i'r siarter yn sicrhau bod ein holl weithwyr yn ymwybodol o'r safonau sy'n ofynnol a bod pawb sy'n ymwneud â'n Gwasanaeth Ieuenctid yn cael y cyfle i ddweud eu dweud am faterion sy'n effeithio arnynt."
Mae Gwasanaeth Ieuenctid y cyngor yn gweithio gyda phobl ifanc rhwng 11 a 25 oed i helpu i ddatblygu eu sgiliau personol a chymdeithasol drwy weithgareddau fel clybiau ieuenctid, Gwobr Dug Caeredin, cyngor ieuenctid pwrpasol, gweithwyr ieuenctid sy'n gweithio mewn ysgolion a gweithwyr ieuenctid sy'n helpu pobl ifanc i gael addysg, cyflogaeth a hyfforddiant. Mae gan y Gwasanaeth Ieuenctid ddarpariaeth hefyd ar gyfer pobl ifanc LGBT.
Y cam nesaf yw gweithio tuag at gyflawni'r Nod Barcud a fydd yn caniatáu i'r Gwasanaeth Ieuenctid ddefnyddio logo'r siarter ar eu holl ddeunydd marchnata. Dyfernir hwn i wasanaeth pan fydd yn llwyddo i ddangos ei fod yn bodloni'r holl safonau gofynnol yn y siarter.
Cefnogir y siarter gan Lywodraeth Cymru ac fe'i gweinyddir gan Blant yng Nghymru, corff ymbarél ar gyfer sefydliadau ac unigolion sy'n gweithio gyda phlant, pobl ifanc a'u teuluoedd yng Nghymru. Mae Confensiwn y Cenhedloedd Unedig ar Hawliau'r Plentyn a Deddf Llesiant Cenedlaethau'r dyfodol (Cymru) 2015 yn sail i'r safonau, sy'n nodi bod cyfranogiad plant yn greiddiol i wella lles.
"Rydym wrth ein boddau i weld bod Gwasanaeth Ieuenctid Castell-nedd Port Talbot wedi cwblhau a llofnodi tystysgrif Siarter y Safonau Cyfranogiad Cenedlaethol.
"Yng Nghymru, mae'r Safonau Cyfranogiad Cenedlaethol dros Blant a Phobl Ifanc yn helpu sefydliadau ac unigolion i sicrhau ansawdd a phrofiad yr holl waith sy'n gysylltiedig â chyfranogiad plant a phobl ifanc. Mae'r safonau cyfranogiad yn nodi'r saith mater allweddol y dylai pob gweithiwr fod yn ymwybodol ohonynt wrth weithio gyda phlant a phobl ifanc yng Nghymru. Defnyddir y Siarter Cyfranogiad Cenedlaethol newydd gan sefydliadau a gwasanaethau i ddangos eu hymrwymiad i hawliau a chyfranogiad plant. Mae hefyd yn amlygu arfer lleol ac yn cefnogi'r broses i adrodd am gynlluniau lles yn y dyfodol.
